Release Highlights:

• New adaptive, surrogated-based, and derivative-informed Bayesian inference with QUESO, including numerous robustness and usability improvements to the core algorithm
• Users downloading Dakota binaries or compiling from source can now run a subset of Dakota tests to assess build success without running whole suite and triaging numerical DIFFerences.
• Dakota now requires Boost 1.49 (1.50 on Mac, 1.52 on Windows) or newer.
